manpages-l10n: update to 4.17.0, add meta pkg, ...

Description:
- make a meta-package to make the template a little nicer
    - `manpages-pt-br` is now a subpackage instead of the main one
    - modeled after `firefox{,-esr}-i18n` template
- fix borked short_descs for some subpackages
- new subpackage: `manpages-ru` (Russian language)
- use configure args to disable compression instead of a build-time hack

supercedes and closes #42498
