While it is a single, very long python script, it is intended to be installed on a system level and has a man page to match. Additionally, I'm contributing this because:
- it has a fair number of dependencies, including non-python dependencies, so packaging it makes it easier to install.
- I've been maintaining this template for my own use for nearly a year now, and there's no strong reason not to make it available to others.

- I built this PR locally for my native architecture, x86_64-glibc
- I built this PR locally for these architectures (if supported. mark crossbuilds):
    - armv7l-musl
    - N/A (pure python module)
