I'm preparing a PR with a few more updates of jupyter notebook dependencies and I will include this one with some changes there (e.g. move to pep517).

I'm also in the process of updating all jupyter packages and making all of them testable, so updates of dependencies can be checked (see #44160, which currently doesn't work in CI because of cycles but works locally).
