sorry about this taking so long again
- updated highway to fix the armv7 bug
- updated libjxl to fix a CVE
- everything now works on armv7
- fixed extraction for skcms (it needs to be a content checksum `@...` because googlesource generates the tarball in a way that isn't consistent)
- added changelogs
