Are you using GNOME, a Window manager, or some other DE?
Also, if you are using X11, keep in mind that your applications need to explicitly support ibus (as opposed to Wayland where it should work regardless).

Try using it with a GTK application as there are builtin plugins for that.

Also, if you are using ibus-anthy you can use `/usr/libexec/ibus-setup-anthy`, then go to the `keyboard layout` tab and try changing the keyboard layout there.

Also, keep in mind that ibus-anthy or mozc may start in Latin mode by default, you can just change that by clicking the icon or you can change the initial setting in ibus-setup-anthy.
