You need to patch /mandrel-mandrel-23.0.0.0-Final/substratevm/src/com.oracle.svm.hosted/src/com/oracle/svm/hosted/c/libc/HostedMuslLibC.java `getAdditionalLinkerOptions` which hard-codes `-no-pie`.
