thanks to @dkwo for getting this started, I've made a few simplifications and fixes:
- fully and properly remove `php8.0` and related
- don't create 1.1 compat packages (this may have made sense at the beginning of the year but now the EOL is looming)
- revbump all dependants and include fixes if necessary

- I tested the changes in this PR: **IN PROGRESS** - currently running rebuilds, to mostly great success
