Felt inspired by https://wiki.archlinux.org/title/wayland#Configuration_file to add this functionality to this package.

The config file must be `${XDG_CONFIG_HOME}/${pkgname}-flags.conf` or `~/.config/${pkgname}-flags.conf`.
