[rfc] build-style: go: allow pie (v2)
I rebuilt a few selected packages, including `age`, `syncthing`, `gopass`, `goimapnotify`, `chronograph`, `typioca` and `sbctl` (this last in another PR); the rest of the go packages have `nopie` and `nostrip` set.
