I'm on arch linux but I have the same behavior. I went in my cache and reverted to test:

`linux-lts-6.6.30-2-x86_64.pkg.tar.zst` : shuts down fine
`linux-lts-6.6.31-1-x86_64.pkg.tar.zst` : does not shut down
