I don't think transitional packages is helpful here. The tepl package was for `libtepl.so.*`, whereas libgedit-tepl is for `libgedit-tepl.so.*`.

You can just add `libgedit-tepl` as a new package and remove the `tepl` package and add `tepl`/`tepl-devel` to removed-packages.
