#### Local build testing
- I built this PR locally for my native architecture, x86_64-glibc

Adapted from #40454 and would close #40306. Version, license are updated. I hope I get changelog section right.

Also, regarding the request change in https://github.com/void-linux/void-packages/pull/40454#discussion_r1103340631, it does not work with a warning complaining about `--sysconfdir=/etc` as it's not defined in gnu-configure build-style (but I'm not sure how other packages using the same build style get away  with it even though they include this configure argument).
