waylock: remove uneeded wayland-devel makedepends
With the new version of smithay's client toolkit the wayland
implementation used by waylock is pure rust.

Don't think this needs a revision bump as the package produced should be identical.

A patch file from https://github.com/void-linux/void-packages/pull/21824.patch is attached
