Disable Carla weak linking

closes #26057

This release introduced weak linking Carla which doesn't work (see https://github.com/void-linux/void-packages/pull/26057#issuecomment-734783018). It wasn't enabled before either so I explicitly disabled it.
I don't know much about weak linking so please tell me if there's a better way...
