New issue by wertz14 on void-packages repository

https://github.com/void-linux/void-packages/issues/35541

Description:
https://gitlab.com/AOMediaCodec/SVT-AV1
> The Scalable Video Technology for AV1 (SVT-AV1 Encoder and Decoder) is an AV1-compliant encoder/decoder library core

Compared to libaom I've found the encoding speeds a lot better. It is licensed under BSD and patented under the Open Media Patent License.

FFmpeg has a compile option so it can be used with libsvtav1:

> NOTE: If you wish to use an FFmpeg tag or release before 4.4, please go [here](https://gitlab.com/AOMediaCodec/SVT-AV1/tree/v0.8.4/ffmpeg_plugin) and consult that page to properly patch ffmpeg for use with SVT-AV1.
