### Does a report exist for this bug with the project's home (upstream) and/or another distro?

I checked also emacs-x11 and plain emacs packages. They all are missing docs. 
I have also installed:
- emacs-common-28.2_2
- emacs-common-eln-28.1_2

### Expected behaviour

I'd love to have Emacs documentation included in the packages to learn this beautiful operating system.

The documentation is missing. :(

### Steps to reproduce

1. Install any GNU/Emacs version
2. Press `C-h i`
3. See nothing :(
