Add template for "xfce4-smartbookmark-plugin"
[xfce4-smartbookmark-plugin](https://docs.xfce.org/start#external_plugins) is an official external plugin ("goodie") of Xfce4. Void ships most of these, but I was surprised that this one wasn't included. I haven't seen any history as to its exclusion, so I'm adding it. Compiles like any other Xfce4 plugin, works on 4.20.
