The name of the package containing mysql_config is libmysqlclient-devel.

You can search for files in packages with "xlocate" from the xtools package, first create the index "xlocate -u" and then search with "xlocate /usr/bin/mysql_config" or use xbps-query -Ro /usr/bin/mysql_config, the xbps-query variante is slower.
