So Void is not using all of those files, and they can be deleted.

Then why are they there in the first place?

Looks to me like Void is very much using systemd.

Systemd was optional, but not used by default. The systemd support is 
currently broken so it will probably be removed completely in the future.

Otherwise it is using them and should not be listed on without-systemd.

On a full install with runit by default no traces of systemd are present.

Not true.

Yet, there is systemd under /usr/lib

While, admittedly, my knowledge of a working systemd install is limited (as 
I've managed to avoid it, and am ceratinly no systemd expert), that doesn't 
look quite standard (again, I could be wrong).
On the surface, it looks like some sort of workaround, or partial install, 
using the systemd directory as a means for fulfilling some expected 
dependencies for dracut.
