Is it neccessary for all default runit services (e.g. 6 TTYs) to be active? I usually never need more then 2 but when I remove TTY3-6 from /var/service the next update of the runit package puts them back in. I would propose that the links are only created via INSTALL file unless a corresponding /etc/sv/agetty-ttyX/down file is present.
