zle -l -L
?? You should get
zle -N zle-keymap-select
zle -N zle-line-finish
zle -N zle-line-init zle-keymap-select

Well, that certainly makes it sound as if zle-line-init is not being run,
or has a different function body.
See what the zle -l output tells you, and if that doesn't help, try
starting up the shell with the -x option.
