Yes, but ESC only means something to the terminal when it is followed
"soon enough" (temporally) by the series of characters that forms a
terminal escape. (Sometimes that's only one character.)

It's an ANSI (American National Standards Institute) standard dating
back a few decades, so yeah, not likely to change.
