You either need to narrow down the context:
zstyle ':completion:*:*:dummy:option--foo-1:*' tag-order -
or list the tags you don't want:
zstyle ':completion:*:*:dummy:*' tag-order 'options' -
-or-
zstyle ':completion:*:*:dummy:*' tag-order '!foo' -
