Looks like the following rpm spec file fragment triggers this:

 # make help text files
 install -d Help
 pushd Help/
 troff -Tlatin1 -t -mandoc ../Doc/zshbuiltins.1 | \
      grotty -cbou | \
      sed -e 's/±/{+|-}/' | \
      ../Util/helpfiles
 popd
