This is on RedHat 6.2:

gcc -c -I. -D_LARGEFILE_SOURCE -D_FILE_OFFSET_BITS=64 -DHAVE_CONFIG_H -DMODULE -Wall -Wno-implicit -Wmissing-prototypes -O2 -fpic -o tcp..o tcp.c
In file included from tcp.c:36:
tcp.h:44: field `in' has incomplete type
make[3]: *** [tcp..o] Error 1

gcc --version
2.95.1

Looking at /usr/include/sys/tcp.h, it appears that there's a declaration
of a pointer-to-sockaddr_in but not of the actual structure (which is
just an alias for a sockaddr).
