Re-running configure takes a lot longer for zsh than it used to. Looking
at the output, it appears almost nothing is getting cached anymore? Was
this an intentional part of the change?

The default changed from autoconf 2.13 to 2.5. You can get the old
behavior by running ./configure -C.
