Is this the desired behaviour?
$ unsetopt autocd
$ mkdir bin/foobar
$ rehash
$ which which
which: shell built-in command
$ echo $ZSH_VERSION
3.0.1
$ which foobar
foobar not found
$ foobar
zsh: permission denied: foobar
$ sh
$ foobar
foobar: cannot execute
$ bash
bash$ foobar
bash: foobar: is a directory

Watch for a directory in your PATH that you cannot read. It can
result in "Permission Denied" when a "Command not found" or "is a
directory" would have been more appropriate.
I believe this to be a bug.
