But:
% f() { echo $# }
% f ${${(f)"$(zmodload -A)"}%% *}
1
% f ${${${(f)"$(zmodload -A)"}%% *}:#}
0
It's in the "".

P.S.: And of course, that meant that it was dependent on whether
completion was tried with an empty or non-empty prefix.
