I get the same thing right now, from a machine in NL and in USA. Looks to be hard-down. Also refusing connections on 22, 80, 443. I can't find any kind of relevant status message. Latest commit seen by my mirror is 41 hours old: https://git.spodhuis.org/misc/zsh.git/ and is X-Seq 40568 in git commit e329a8d62.
