At this point, why don't we change it to X.Y.Z.N-blah so it's clear and
unambiguous?  For example, 5.8 is released as stable, then master becomes
5.8.0.1-dev (notice the extra zero), then there might be a 5.8.1 and master
will afterwards become 5.8.1.1-dev, and 5.8.1.2-dev after a wordcode bump, then
5.8.1.3-test and so on.

Suggest: s/appropriate/upcoming/

Please keep whitespace/wrapping changes and substantive changes in separate
commits.  They are otherwise hard to review.

In principle, it'll be nice to have archived copies of all tarballs, but making this
optional while few developers can do the upload makes sense.
