Often when i'm updating ChangeLog i'll find that the previous entry is one day
ahead of me due to time-zone differences, and i have to decide if i'm going to
use their date for my entry or revert back to my own. Usually i go with
theirs, since it matches UTC and i'm not far behind. But that isn't always the
case (Jun-ichi is like 15 hours ahead of me).
It was suggested on IRC that everybody just use UTC. Do we want to do that?
(Or, if not, what is the recommendation?)

I tend to just allow ChangeLog entries to appear to be out of order,
since the git master is authoritative and it's also no longer really
possible to keep the ChangeLog in X-Seq order.

That sounds fine too. If it doesn't bother anyone i'll just not worry about it
