the current kbd.c handles ctrl-key in a bit straight forward
way, which causes problems if you load for example a cyrillic
keymap: ctrl-whatever remaps in unexpected ways.
i changed ctrl-mappings to be modifiable in the same way
as others (altgr, shift, none) and leave it to your
consideration whether this is important enough. western
keyboarders sure like having the ctrl implicitly correct.
This was getting pretty close to the noise for me but he was right.
Masking a bit out of the middle of a rune because you hit Ctrl was
a somewhat scarey.

it's a hard problem. although having said that, constructing
the right namespace in the right place may avoid extra
code, but i am not sure.
