the top of the file doesn't look healthy, for a start:

.ds Bp /usr/lib/btroff	\" bitmap filter

/usr/lib?  btroff probably produced lots of helvetica dots.

i've had success with man 6 mpictures

Looks like a dreg brought over from the 10th Edition UNIX when the Plan 9 filesystem
was initially populated.
