Why is ipauth part of the fileserver config?

Was it used once and never taken out, or plan to be used but
never implemented?

As it currently stands it is not needed.  The client gets a
ticket for the FS from the AS and passes it to the FS so it
knows the client was ok as far as the AS is concerned.  Is
anything else needed?

Yes indeedy.  The original version had the file server call up the auth
server.  It was inpossible to debug problems so we changed it to the
client calling.
