Why isn't libpanel in 9libs?

9libs is at least partly based on source code released with sam,
and sam doesn't use libpanel. no one has yet written a clone.
actually, there aren't that many Plan 9 programs that use it.
i think there's just one (mothra) in the Plan 9 source.
various people outside have written a few more programs using the panel library.
