I looked into the matter today, and believe you should be able to
negotiate a commercial contract for the 1995 distribution.

AFAIK commercial Plan9 license was possible to obtain via direct
negotiation will Bell-Labs, but this was dropped when Inferno was
introduced.
Incorrect hearsay. The licensing of the old Plan 9 was unaffected
by Inferno. I believe this will maintain for a new release, as well.
