i don't think #v is bound into your
namespace by default. try this:
bind -a '#v' /dev
before you do your echo. or you can
echo into '#v'/vgactl. grep for
hwaccel in /bin/termrc for example.

Is the /dev/vgactl 'feature' available?
I tried setting the "blanktime" to 0 by
echo'ing into it but I get an rc error.
