you do need to quote the # character, but backslashes
aren't necessary.
ip/pppoe -s 'you#num@there:password'
should work fine.
if there are single quotes already in your user name or
password, you need to double them. if your password
is "don'ttell" then you'd use
ip/pppoe -s 'you#num@there:don''ttell'
