The following needs to produce your sysname.

	ndb/query ether `{cat /net/ether0/addr} sys

That is, you need in your ndb files an entry containing

	ether=your.ether.addr
	sys=your.sys.name

so that ndb/cs can figure out your system name.

Problem seems to be due to sysname not being set by /rc/bin/cpurc.
If I do ndb/cs after the box has booted, the name is set as
confirmed by cat /dev/sysname and incoming mail also works!
