This research project from Mamoru Maekawa's Lab at
the University of Electro-Communications might be of
some academic interest, perhaps due to the part:

 "a unified interface to view and change the system
  and applications is provided, and it is embodied as
  Tsuzuri File System.  Tsuzuri not only maps the program
  structure of a task to the file system, but also the
  management policy and devices in use. These kinds of
  information are presented as directories and files in the
  file system.  Substitution of modules and assignment of
  optimal policies can be done through the regular operations
  on files such as copying and deletion."

All the 16 publications listed are in Japanese.    Oh well . . .
There are slides from a talk which are in English.

Maekawa did a distributed Unix system, the Galaxy OS, about
fifteen years ago.
