i was reading through the device man pages and noticed the device
character '#P' is being used for both 'apm' and 'arch'. is this because
apm is being thought of as an extention of 'architecture-specific
information and control'? just curious.

That is correct; the apm files are added to the arch directory, and
accessed via the arch device.
