i put a proposed change to file(1) on sources.
new rules:
1. if -m is given, and the file is text/*, then
while neither
a. nulls or bad runes appear, or
b. both latin1 and utf appear
generate a histogram of the file
if a or b hold, then promote to application/octet-stream.
3. -c, a flag of dubious utility, supresses charsets.
this version of file is *not* compatable with
marshal. but that's not a big job. i'll do it if
these changes to file seem promising.
