I've fiddled with the uart code to allow setting the FIFO
trigger level via the "i" command to the ctl file. I also
fixed an awful bug in the transmit side data buffering.
updated to sources:
/sys/src/9/port/devuart.c
/sys/src/9/pc/uarti8250.c
/sys/man/3/uart

The fix I posted to /sys/src/9/port/devuart.c breaks
proper draining of the output on close. I've undone the
updates to sources until I get it right.
