* [9fans] mountfs errors on install from bootable ISO cd

i partitioned my disk sucessfully, but then i get this error:

The following partitions named fossil* were found.
Please choose one to use as the installation file system
for your Plan 9 installation.

Fossil partition (/dev/sdD1/fossil)[/dev/sdD1/fossil]:

Preparing menu.... /env/fossilconf: errors in . '/env/fossilconf'
mount: mount /n/fossil: fsys: 'main' not open
mount:
could not create /adm/users



and i'm unable to get past the mountfs step. i'm in the rio version of
the installer, ISO downloaded from
http://plan9.bell-labs.com/plan9dist/download.html

the console log on the bottom right of the screen says:

fsys: 'main' not open
prompt: uname upas :upas
fsys: 'main' not open
prompt: users -w
   nuser 6 len 90
fsys: 'main' not open
prompt:
