Some of them do, and in many jurisdictions no license is
required for those.

Not really; it's about being prepared for the worst case.
When a bad guy starts shooting people do you want to be
armed with a knife?  If a bad guy pulls a knife at some
distance, probably a gun will suffice to stop him, but if
you get involved in a knife-to-knife fight, you can expect
to be hurt.

Pepper spray is too often ineffective to be one's
defensive weapon of choice.

It may be reasonable to expect police to be prepared with
a range of options for level of force employed, but it's
going to far to expect civilians to carry such an array of
equipment.
