Yes, it is a scene of Japanese Yamabushi-like people.

Catholic, hmm, very similar to our 'Yamabushi'.

The caption on tumblr indicated this was a Catholic priest blessing
Italian troops, in the Alps, during WWII.  There were no more specifics
than that.
