This is one of the most unreadable disclaimers I have seen, and I think the
natural reaction for anyone is to assume that means you cannot participate
if you are not an UK citizen. (I had to google what EEA is, and it turns
out that it means that in particular EU citizens are also allowed? It would
be important to clarify this.). It is also a bit disappointing, given that
student-volunteer programmes run by ACM SIGPLAN have had no such
requirement (including for ICFP in Oxford last year), and that it makes it
significantly more difficult for students outside the EU to apply.
