Can you provide some more details about where you expect CGit to apply
this?

I'm guessing that when on a repo page of any sort the <link
rel="vcs-git" ... /> element should be used and the rel="vcs-git"
attribute should be added to the clone links at the bottom of the repo
summary page.  Does that sound right?  Have I missed anything?

Exactly right. The link element should appear on any HTML page generated
by cgit; so in the base template if there is one.
