If FSF didn't get the paper for any code installed in the Gnus, we
have to ask the contributor to sign the paper or remove it.  Please
check this if you have the write permission to the Gnus CVS.

Don't use the original contributor's name in the entry of ChangeLog
for a trivial patch if the contributor didn't sign the paper.
