Nope.
When I try to send the ChangeLog in Gnus, it is split into 7 parts:
iso-8859-1, iso-8859-4, iso-8859-1, euc-jp, iso-8859-1, iso-8859-2,
iso-8859-1.
I think the right choice is ISO-2022-JP though, or possibly
ISO-2022-JP-2. Both are valid MIME charsets.
